Background:
The Umatilla Fisheries Restoration Program is a comprehensive plan to re-establish salmon runs and enhance summer steelhead runs in the Umatilla River basin. Projects associated with this plan include artificial production, new ladders and screens, fish trap and haul, and stream habitat and flow enhancement. The Umatilla Basin artificial production program consists of Umatilla Hatchery for fish production and satellite facilities for adult holding and spawning and juvenile acclimation/release. As fisheries co-managers, ODFW currently operates the Umatilla Hatchery and CTUIR, under this project, operates the satellite facilities.
Minthorn, Imeques C-mem-ini-kem, T... hornhollow, and Pendleton were completed in 1985, 1994, 1995, and 1999, respectively, and are used for temporary holding (acclimation) and release of juvenile salmon and steelhead. Bonifer was completed for juvenile acclimation and release in 1983, however; it had not been used since 2003 and was formally turned over to CTUIR Habitat Division in 2016. Minthorn is also used to hold and spawn adult summer steelhead collected from Three Mile Dam on the Umatilla River. Three Mile Dam Adult Holding and Spawning Facility was completed in 1996 and is used to hold and spawn coho and fall Chinook adults. The South Fork Walla Walla Adult Holding and Spawning Facility was completed in 1997 and is used to hold and spawn spring Chinook adults. The operation of these facilities is closely coordinated with ODFW and is detailed in the Umatilla Hatchery and Basin Annual Operation Plan.
Project Goal
This project provides for the operation and maintenance of both juvenile and adult satellite facilities. The goal of the project is to assist in achievement of Umatilla Basin adult salmon and steelhead return goals by increasing smolt-to-adult survival/returns through acclimation of juvenile salmon and steelhead in natural production areas in the Umatilla River basin and operating adult holding and spawning facilities to provide adults for outplanting program and salmon and steelhead eggs for the Umatilla production.
Location of Project
The project includes seven satellite facilities located in the Umatilla and Walla Walla River basins in Umatilla County, Oregon. Bonifer, located adjacent to Meacham Creek at river mile (RM) 2, spills into Boston Canyon Creek, which flows approximately 20 yards before entering Meacham Creek. It is no longer in use for fish production and oversight of this facility was transferred to the CTUIR Fisheries Habitat Division in May 2016. Meacham Creek flows into the Umatilla River at RM 79. Minthorn is located approximately four miles east of Mission, Oregon. The facility is located near the mouth of Minthorn Springs Creek, which enters the Umatilla River at RM 63.8. The Pendleton, Thornhollow, and Imeques facilities are located on the Upper Umatilla River at RM 56, 73.5, and 79.5, respectively. The Three Mile Dam facility is located on the lower Umatilla River at approximately RM 3. The South Fork Walla Walla facility is located east of Milton-Freewater, Oregon. The facility is located on the South Fork Walla River at approximately RM 7.
BPA-Furnished Property
· Minthorn - The facility is located on tribally owned property. The facility includes two concrete raceways, pump station with two 10 h.p. vertical mixed flow pumps, 30 KW standby generator, water outlet control structure which also functions as a summer steelhead broodstock holding area, and two storage buildings.
· Imeques - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, water headbox/distribution system, two storage buildings, four acclimation ponds, and water outlet and fish release structure.
· Thornhollow - The facility is located on BPA owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 15 h.p. vertical mixed flow pumps, 60 KW standby generator, water headbox/distribution system, two storage buildings, two acclimation ponds, and water outlet and fish release structure.
· Pendleton - The facility is located on state (ODFW) owned property. The facility includes a water intake structure with automatic screen cleaner, pump station with three 30 h.p. vertical mixed flow pumps, 80 KW standby generator, water headbox/distribution system, storage building, four acclimation ponds, settling pond for pond cleaning, and water outlet and fish release structure.
· Three Mile Dam - The facility is located on Bureau of Reclamation owned property. The facility includes a water intake system with automatic screen cleaning, pump station with four vertical mixed flow pumps (1-10 h.p., 1-20 h.p., 2-25 h.p), six adult holding ponds, mechanical fish crowder, visitor facilities including restrooms, 125 KW standby generator, and chemical storage, bunkhouse and spawning buildings. The bunkhouse includes two bunk rooms, kitchen area, office space, shop and restrooms. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.
· South Fork Walla Walla - The facility is located on BPA owned property. The facility includes a water intake system with automatic screen cleaning, pump station with three vertical mixed flow pumps (1 - 30 h.p, 2 - 200 h.p), ozone water treatment system, settling pond, five adult holding ponds, mechanical fish crowder, 350 KW standby generator, chemical storage and spawning buildings and two homes for nite watch personnel. The spawning building includes a fish lift, electroshock anesthesia system, sorting and spawning facilities, wet and dry storage/work rooms, walk-in cooler and restroom.
BPA holds the water right permits for South Fork Walla Walla, Thornhollow and Imeques facilities.

The Contractor shall report on the status of milestones and deliverables in Pisces. Reports shall be completed either monthly or quarterly as determined by the BPA COTR. Additionally, when indicating a deliverable milestone as COMPLETE, the contractor shall provide metrics and the final location (latitude and longitude) prior to submitting the report to the BPA COTR.
Submit Progress Report for the period (Jan 2021 to Dec 2021)
The progress report summarizes the project goal, objectives, hypotheses, completed and uncompleted deliverables, problems encountered, lessons learned, and long-term planning. Examples of long-term planning include future improvements, new directions, or level of effort for contract implementation, including any ramping up or ramping down of contract components or of the project as a whole. Spring Chinook production BY20 (acclimate/release)
In November 2021 approximately 210,000 BY20 spring Chinook juveniles were to be transported and acclimated in two ponds at Thornhollow. In February 2022 another group of approximately 585,000 BY20 fish will be transported and acclimated in four ponds at Imeques. Releases at both facilities will occur in early April on the same day, or a day apart.
Spring Chinook production BY22 (adult collection/spawn/egg transfer)
Broodstock will be collected and spawned to produce a total of 810,000 spring Chinook smolts for releases into the Umatilla River Basin. Broodstock are collected at Three Mile Dam on the Umatilla River and transported to the Walla Walla Hatchery (BPA Project 2000-038-02) by Fish Passage Operations personnel (BPA Project 1988-022-00). The goal is to hold 530 adults at a male to female ratio of 1:1. Jacks will also be collected at a rate of one for every 10 adult males, for a total of 28. The green egg goal is 925,000 for the program. Up to 100 BY21 spring Chinook adults returning to the Umatilla River may be collected and held at the Walla Walla Hatchery for outplanting into the Walla Basin in early August. This work will be done in collaboration with Umatilla Fish Passage Operations: BPA Project 1988-022-00. Reporting for this work will be done by project 1988-022-00.
In November 2022, a group of approximately 210,000 spring Chinook juveniles will be transported from Umatilla Hatchery and released into two ponds at Thornhollow for over-wintering acclimation. These fish will be held until release early April 2023.
Fall Chinook production BY21 (release subyearlings)
Approximately 600,000 BY21 sub-yearling fall Chinook will be transported and acclimated for up to two weeks at the Pendleton facility prior to release into the Umatilla River in late-May 2022.
Fall Chinook production BY22 (adult collection, holding, spawning, egg transfer)
Broodstock will be collected and spawned at Three Mile Dam, Ringold or Little White Salmon NFH to produce a total of 600,000 fall Chinook sub-yearling releases in the Umatilla River Basin. The goal is to hold 450 adults at a male to female ratio of 1:1. Jacks will also be collected at a rate of one for every 10 adult males, for a total of 22. Approximately 762,000 green eggs are needed from 220 females to produce 663,000 eyed eggs and 610,000 juveniles. All eggs are transported to the Umatilla Hatchery for incubation and rearing.
Summer steelhead production BY21 (acclimate/release)
Beginning in mid-March 2022, a group of approximately 75,000 BY21 juvenile summer steelhead will be transported from the Irrigon Hatchery to the Pendleton facility for acclimation. Another group of approximately 75,000 juvenile summer steelhead will transported from the Irrigon Hatchery to the Pendleton facility for acclimation in early April. Both groups will have differing wire codes (60K total) and be released on the same day in late April. ODFW will sample the fish for lengths and weights the day of releases. Factors such as transport schedule and river and weather conditions will affect the actual release schedule.
Summer steelhead Production BY22 (adult collection/spawn/egg transfer)
Broodstock will be collected and spawned to produce a total of 150,000 summer steelhead smolts for releases into the Umatilla River Basin. Approximately 90 BY22 summer steelhead broodstock will be collected at Three Mile Dam and transported to Minthorn for holding from October 2021 through April 2022. Spawning will begin in late March 2022. The goal is to collect 56 NORs and 34 HORs in equal number of males and females. A maximum of 33% of the spawned fish will be of hatchery origin. Approximately 40 total females will be spawned to produce 195,000 green eggs. All eggs are transported to the Umatilla Hatchery for incubation and rearing.
Summer steelhead production BY23 (adult collection/holding)
Broodstock will be collected and held to produce a total of 150,000 BY23 summer steelhead smolts for releases into the Umatilla River Basin. Beginning in late September or early October 2022, BY23 Summer steelhead broodstock will be collected and held at Minthorn for spawning in spring 2023. The goal is to collect and hold 38 adults in this contract period (fall 2022) and an additional 52 adults in the next contract period (winter-spring 2023) to meet BY22 production goals.
BY20 eyed eggs are incubated, hatched and reared with non-BPA funds. Coordination with ODFW will occur prior to transfer of approximately 500,000 BY20 Coho salmon smolts to two Pendleton acclimation ponds in mid-March 2022 and will be released in mid-April. UHSF staff will sample the fish for length and weight the day of release. The release size goal is 15 fpp. Factors such as transport schedule and river and weather conditions will affect the actual release schedule.
Coho salmon production BY22 (adult collection/spawn/egg transfer)
Broodstock will be collected and spawned to produce 500,000 juvenile Coho salmon smolts for release into the Umatilla River Basin. Approximately 608 BY22 Coho salmon (including jacks) will be held at Three Mile Dam for spawning. The goal is to collect approximately 560 adults at a male to female ratio of 1:1. Jacks will also be collected at a rate of one for every 10 adult male (28). The green egg goal is approximately 800,000, with the expectation to yield 600,000 eyed eggs for production.
Maintain Artificial Production Facility/Infrastructure
Maintain all hatchery satellite facilities
Repair, service, and maintain electrical and mechanical equipment, ponds, pumps, water supply systems, screens, fencing, fishways, buildings and grounds at all UHSF facilities. These include: Imeques, Thornhollow, Minthorn, Pendleton, Minthorn adult facility, and Three Mile Dam. The South Fork Walla Walla Adult Holding & Spawning facility became the new Walla Walla Walla Hatchery in 2021 and is no longer a facility under this project. Bonifer Pond was formally transferred to the CTUIR Fisheries Habitat Division in 2016 . The juvenile rearing portion of Minthorn was transferred to the Pacific Lamprey Research & Restoration Project in 2017 (BPA project #1994-026-00). Other maintenance will be conducted as necessary. Work will be performed in cooperation with Umatilla Fish Facilities O & M personnel throughout the project year.
Assist in collection of samples from adult fish for disease analysis
Assist in collection of reproductive fluids and tissue samples from summer steelhead, spring and fall Chinook, and Coho salmon broodstock. The samples will be analyzed by the ODFW Eastern Oregon Fish Pathology Laboratory for disease analysis.
